Not really? The idea is to be empty on personality, not on everything.
She'd still have to learn, but she needs something to get her started... she can't spend 6 years gathering the basics like an infant, you know. Even if she COULD succeed like that, which, as you can see thus far, she can't.
Give her enough knowledge that she can understand what people are talking about, but not enough that she has particular opinions. Make her naive and innocent without having her go "I don't understand" for 5 minutes whenever you say, then repeatedly clarify.
She has to be functional enough that people will interact with her, and help her build up. If you're stonewalled all the time, then people aren't going to interact with her... and if that's the case, then why did you have me take her out of storage in the first place?
