Give her enough knowledge that she can understand what people are talking about, but not enough that she has particular opinions. Make her naive and innocent without having her go "I don't understand" for 5 minutes whenever you say, then repeatedly clarify.
She has to be functional enough that people will interact with her, and help her build up. If you're stonewalled all the time, then people aren't going to interact with her... and if that's the case, then why did you have me take her out of storage in the first place?
